Elluminates Software began work on the Emergency Communication Transformation Program Phase II (ECTP II) in 2011, designing the Enhanced 911 (E911) systems architecture, providing business process change management, and leading network design for the nation's largest E911 emergency communications system — handling more than 11 million calls per year. The new Public Safety Answering Center (PSAC2) was built from the ground up and brought online to add critical redundancy and capacity for New York City.

Network Support

The ECTP II Networks Elaboration Phase 2 required separate network designs for the New York Police Department (NYPD) and Fire Department of New York (FDNY). Elluminates Software led the City Agencies Working Group meetings, gathered and delivered requirements, researched and presented technologies, and obtained City approval on both design documents. Network facilities requirements — including power, heating, ventilation, and air conditioning (HVAC), rack diagrams, cabling, and Data Center equipment layouts — were delivered on time to meet the PSAC2 building schedule.

Network Convergence Feasibility Study

Worked with the City to assess where the separate NYPD and FDNY networks could be consolidated. The study determined convergence is feasible and represented significant cost savings over previous architectures — establishing the foundation for a potential future single-network architecture.

Business Process Change Management

Elluminates Software provided Business Process Change Management (BPCM) for the ECTP II program — ensuring that Police, Fire, and Emergency Medical Services (EMS) 911 business processes were fully supported by the IT transformation underway in the consolidated call center. The BPCM effort ensured that new features and capabilities of the chosen IT solutions could be leveraged to improve efficiency, quality, and safety across NYPD, FDNY, and EMS. This work required nuanced understanding of three separate departments — the Department of Information Technology and Telecommunications (DOITT), NYPD, and FDNY — as well as the needs of the public, to improve public safety at reduced cost.
